Basically the issues that I'm having is that when I get a full server, the sv: will drop WAY WAY down to about 20 as opposed to 500 that it starts at. and my servers var: will even with only one or 2 people be around 1.5. Even with just me in the server the sv: wildly jumps around, even my old shared 100 tic server stays at an sv: of 250 all the time.

^^^ referring to net_graph 4's info.

If anyone can help me out with trying to get this all set up better I would relay aperate it, if you need any other info let me know.

Sorry but why do you have all this crap in the server.cfg and the command line? Its just seems useless for me, especially the command line. It could be simple as this:

You do not need to use +ip if you either don't have multiple IP-adresses or multiple NIC's. Have you looked up the CPU-load on the server machine? Tickrate 100 is highly NOT recommended for servers over 20 slots! Use 66 tickrate instead

Having above 18, 100 tickrate, slots results in instability which you are seeing. Try lowering it down to 66. You won't really notice the difference in quality for this number of slots.

under full load the server's CPU is only around 30% to 60%, and I do have multiple ip's. other that that it there anything wrong with the sever's CFG? or the way I'm setting the FPS?

Orangebox is cpu hungry. A core i7 920 hardly can maintain fps if you reach 20 players on the server. The usage display is not that corect and never get the spikes. Do you have some powersaving technologies set up? This also cause drops, when a server gets crowded.
