Simple question "Does SRCDS have the ability to use multiple cores at the same time or does windows just juggle them between cores?"

No, Windows will just juggle them between cores...

Is that the reason why SRCDS will never use more than 25% of a Quad core cpu aka 1 core per srcds.

Yes...
However I have seen some evidence of some kind of multithreading.

Attached is one of my dedicated servers running 2x full 32 slot tf2 servers.

But the peaks of usage dont match which would suggest windows is recognising its using a lot on one core moving it to another and the cycle continues.

SRCDS only runs on a single CORE. However, it does work with hyperthreading. Windows to load balance by shifting cores but will never use more then one core per processor. I know this is true up to TF2. No idea on L4D or L4D2 (not that it matters).

People say you can set affinities in the task manager to make it run on multiple cores, but from what I have experienced, it doesn't make any big difference. If the core you are running it on isn't good enough to handle the server, your whole processor might not be good enough. So please consider that if you are having problems.

When you set affinities it just tells windows to juggle between the set cores in affinity ^^

And, Multithreading is NOT supported! (And as far as it looks now it never will be)
