Oh wait....

Remove that -retry and that pause at the end of your command line, and then try it.

Okay tried removing the "-retry pause" which all that did was not pause the screen when there was a error...so it closed the cmd box instead of keeping it up...but I did see that winsock error before it closed.

I tried removing both -verify_all & -retry pause and it did that same thing just removing the -retry pause.
Is there some other way to create a TF2 server with windows?

Possibly this isn't an error, and you did get all the files downloaded just fine... You might be running into a port problem that is causing it to be LAN only...
Also note that if you're hosting a game server on your local network then it is going to show up as LAN to you, but should show up as Internet to others.

I thought it was suppose to say "HLDS installation is up to date"?

Even when I go ahead and start the server I can play LAN but when I try internet one of my buddies was not able to connect using my IP address (the one from my provider) [http://www.myipaddress.com/show-my-ip-address/]and port...so 69.xxx.130.xx:27015 and all he had seen was my local IP of the server which was 192.168.10.3 from his end and he is not on the same network...

And yes the server.cfg file has sv_lan 0.

So I tried this at two other IP sites meaning not at my home and did the same thing...it showing that Winsock Error...

The first time I did it on other PC on my Network then I tried it on my PC.

Then I tried it on another PC at another location and it did the same thing....meaning I tried this at to different locations (different external IPs) and it did the same thing...

Odd... It must be the way you're installing them, but possibly its installing correctly and all files are being downloaded...

So with this new TF2 update with the Demo and Solider updates...the server said it needed to be updated so I ran the update.bat and this is what said:[/php]

I'm sorry, I have never had this problem before, If your game server is running normal, then don't worry about it, it just means your computer didn't send a TCP packet to the server saying that it was ready to close, and the update server just terminated the connection and sent a kill packet out of order..

Because you're having a port forwarding problem... If it runs fine on LAN then most likely the server works, you're just having a network problem...

Like I said before, ask me and I can fix it by remote control :/

Okay I got this fixed...

My update.bat file has to be...
