Remove that -retry and that pause at the end of your command line, and then try it.

Okay tried removing the "-retry pause" which all that did was not pause the screen when there was a error...so it closed the cmd box instead of keeping it up...but I did see that winsock error before it closed.
I tried removing both -verify_all & -retry pause and it did that same thing just removing the -retry pause.
Is there some other way to create a TF2 server with windows?

Possibly this isn't an error, and you did get all the files downloaded just fine... You might be running into a port problem that is causing it to be LAN only...
Also note that if you're hosting a game server on your local network then it is going to show up as LAN to you, but should show up as Internet to others.

So I tried this at two other IP sites meaning not at my home and did the same thing...it showing that Winsock Error...

I'm sorry, I have never had this problem before, If your game server is running normal, then don't worry about it, it just means your computer didn't send a TCP packet to the server saying that it was ready to close, and the update server just terminated the connection and sent a kill packet out of order..

But the server does not work for internet only lan

Because you're having a port forwarding problem... If it runs fine on LAN then most likely the server works, you're just having a network problem...
Like I said before, ask me and I can fix it by remote control :/
