When I join my server, I have sever lag. My latency is around 5, it should be around 60. When I look at net graph, I see the OUT as 100 and the IN as 10. This is obviously my problem, but I had no idea what setting I need to change to get it up.

Please post your config, and I trust you are running a FPS booster?
A rcon stats spam would be nice too.

yes we're aware of the clients setting and its' set to that. could it be something to do with the windows 2k3 os? something we didn't set up properly?

No, everything should work straight out of the box. (Maybe a firewall though???)
Only the server can limit the outgoing connection or the client limit the incoming.
Please verify on the server (by typing sv_maxrate, sv_maxupdaterate and sv_maxcmdrate) if the settings are actually on the set values in the cfg.
Then check if the servers FPS is above 100.

The server fps is well above 100. I've had +exec in there at various times in trying to figure out the problem. Regardless the server config *is* getting executed and values in it are properly getting returned in the server.
As for the firewall... everything that I know to look at shows that access is being granted for the srcds.exe application.
Also, some tidbits, I'm running the fpsbooster and the cpu priority to the srcds.exe is high.
According to the network admins at the datacenter, from all the tests they ran, the server is connecting to the outside world perfectly, and no bandwidth is getting throttled.
I'm at a complete loss as to why this wont work. I did set the server up in roles as an application server, would that be a problem?

Just to keep everyone who might be following this up to date, this was the last ticket I submitted to the data center.

Okay...
So, after a fresh install of windows server 2003, and the game server -- still the same result. There are no needed configuration tweaks for windows server 2003, as I'm told by other GSPs. I'm told by an employee at limestone, that they have hosted the exact same game server I'm trying to host on your system using windows server 2003 with no problems in the past (part of the reason we chose limestone).
The problem, as best I can describe it is the server is limiting the amount of updates it sends to the client. The game server by default needs *atleast* 33 updates a second and can do all the way up to 100 updates a second. This server is stuck at 10 updates a second, making the game server unplayable.
You have already looked at trance routes, which were deemed fine. You've logged into our system and run speed test along with other network test, that checked out fine.
The ports the game server runs on is ranged: 27000-27039. From what you've told me, there is nothing in front of the server on the network that would filter ports, or throttle them. I really don't know what else to try, or request.
I really doubt this will matter, but could we please try putting this server on a different switch? Also, if you have *any* suggestions as why the server is refusing to send more than 10 updates a second to the above specified ports, it would be greatly appreciated.

You need to leave the server up longer for testing, I was busy all day and didn't have a chance until now, and the server is down.
And I believe its just a config problem...

Loopyman, thanks your attempt. I unended up just having them put linux on, and did the install that way. I'm using the same config, and everything works perfectly. I guess I should have just done a linux DS first =/
