Hosting a 4 slot Left For Dead 2 Demo Server, My players ping is between 120-370, Is this normal? (Also, seems a bit laggy)

You would be fine with an 8 slot l4d server...

This happens with home hosted servers as home connections are primarily concerned with just download speed, most home connections have bad upload quality. With Comcast I know for a fact players will range from pings from 50 to 200 ish, because comcast is a home service provider where all they care about is getting data too you, and not getting your data to somebody else.

However with a data center Tier 1 ISP they are concerned with perfect connections, redundancy, and upload speeds. However the price for a datacenter connection ranges from $1,500+ per month.

120-320ms ping? This is srcds forums! We cannot tolerate pingtimes over 5ms!

Sereously, over 100ms to a test server is way too much for a server. People here whine at me for hosting a server on a home connection with about 5ms ping to the testservers, i'm suprised that noone have complained at you yet.

Usually high pings are in result of not enough upload. This can be of many reasons, someone download stuff on your network, crappy upload speed, rates not set right, etc. There are soooo many reasons why it could be. Also to loopyman, about comcast is not true, they are an ISP that offer more than just voice provider. Also, I ran a clan off my home connection (which was and still is comcast), and ran a 20 slot server for years without any problems, except when I would download stuff, but other than that, worked perfect. But my advice would be to get a better upload speed, either upgrade internet, or go colo/dedicated at a company.

Back on the subject of the OP, somethings terribly wrong in your or your ISP's network, pings like that are unacceptable!
On a connection like that you should at least be able to go below 70ms over that distance, I'd check if everything is running ok on your network (no download and sharing programs etc).
