It's weird, I have my own personal computer with these specs:
Server OS: 64-bit Vista
Processor: AMD Phenom 9750 2.4GHz 4 x 512KB L2 Cache 2MB L3 Cache Socket AM2+ 125W Quad-Core Processor
Ram: 8GB DDR2 ram
Game(s): Counter-Strike: Source
Admin Mods: SourceMod, Mani, Eventscripts
and yet I get 500FPS-750FPS with a 1337fps cap, with 20 people in the server, and 100tick. I'm not trying to brag, it's just that my friend has a processor with 3.0ghz and 4gb ddr3, and yet he has less FPS than me with SRCDS. Explanation? :o

Most likely your answer is in the cores, Your quad core would have more power than his 3 Ghz if he has less than a quad most likely, resulting in lower framerate

Yes, windows 7 and server 2008 ( I didnt try vista ) support up to 1000fps with proper hardware, I can achieve it on my system just fine, but anything above 60fps doesn't matter shit for me.
Also your friends motherboard might not support such high rates ( so I have been told ).

srcds is not multithreaded and will not use more than one core at a time....
The issue is most likely OS or config related. I know that windows xp requires srcdsfpsbooster or media player to get more than 600 fps. This is because the system interrupt timer is not high enough otherwise. Vista might be different, IDK, thats why I use custom compiled linux kernels for my servers.
