Having trouble getting people in my server

Hello, I have just started hosting my own CSS server and I am having trouble getting people to join. I know no one will join an empty server so I try to start up the server using my friends, which is only like 3 or 4 people max in hopes that more people will join. People join occasionally, play a little and then leave. Are there any tips to get people to join or to let them stay? I want to see if i'm capable of running a full server on my connection.
