Go with the one that isn't on dedicatedservers.net.au network.. there bandwidth is crappy and oversold.

You seriously don't need so much CPU if your only going to have 8 GB of ram...

Ok lets say i go with number 2:
Dual Quad Xeon 2.33 GHz

How many 16 slot (66 Tick) servers could it hold and if there is any point making it 8GBs of RAM

Well considering that processor would hold 35ish slots at 100 tick per core, its going to easily manage 3 16 slot 66 tick servers on each core.

Bandwidth capped to < 1mbit isn't cool.
