Thats to do with the latest update, try running the update again, if still no luck try running this plugin:

Its just a temp fix until Valve get an update out to fix these outstanding issues from the last update.

If you add -tickrate 100 to your startline it will run at 100 tick, OK?!! ;D

TF2 has a max of 66 tickrate
