Yes the upload is not able to support that many players even at 33tick.
Also playing on the same computer also will make it run like crap.

As i said, i DONT play on the same pc as i game, and with my uploadspeed and pc specs, how much players can i handle and with what tick and rates?

Oh I was pretty sure it said otherwise before it was edited. Sorry if I was wrong. Smile
As for the amount of players it all depends on what you set the rates for, you could have lower rates and be able to hold maybe 10 players at 33 tick. You will always get lag spikes running on your home connection though as it's not a constant upload speed.

kk, but are there any more tweaks or maby other rates so that i can have a 14 slots server with no lag? or maby 10 then, but with no lag?

with that set up lag will always be looming. But a 10 slot 33 tick with regular maps should be ok,

If you want to rent a server I own a GSP pm me
66 tick css servers $1 a slot

Hello again,
My server port is changing all the time.
i have -port 27015 in the command line but it is all the time very strange ports like 64325 and 30124 and 11010 ect.

You might not have the right ports open on the router. Also try +port 27015

The port changing means a misconfiguration in your router.
with 500kbps upload, 8 players 33 tickrate is maximum if we are talking about css here.

Also, cl_* settings are for the CLIENT, not for the server, same goes for "rate"
