Like;
" high end server in data center still chokes?"

If you got net_graph 3 entered in your ingame console you'll be able to see if you got ANY chokes.

So if "Chokes" are high, your server is like "jumping" the ping won't be stabel, FPS won't be stabel and it would lag.

Bad hosted servers(or servers located very long from where you live) will also have some chokes.

It's like the server "forgets" something.
