srcds strange problem (very laggy on LAN 100 mbit/s)

Hello. I've got a very strange problem with my srcds running on WinXP. The server works on LAN 100 mbit/s (sv_lan 1) and is laggy, but it isn't due to the ping (it's always 5 or even less). The server is running on a stand-alone computer, hardware configuration is good (AMD Athlon X2, 2 Gb RAM). Lags are, for example, when throwing a grenade it's flying with jerking, not smoothly. Players' models move with jerking too, it's impossible to aim. The srcds is downloaded from steam:

I turned off all add-ons (Mani Admin Plug-in, Metamod, Eventscripts, zBlock) - in vain. The I tried to reconfigure server.cfg (rates settings) - nothing helped. A also launched without server.cfg (with default settings), for example:

and it is laggy.
On our LAN there are CS:S dedicated servers, which are running very smoothly. I don't know what to do.

do you have any mods installed? Also if could be your rates. . .

No mods. As I said, I turned off all add-ons and launched a pure srcds but it didn't help.

what about your rates? also, whats the cpu/ram usage on the server?

Well, I tried different rates values (sv_minrate, sv_maxrate, sv_maxupdaterate, sv_maxupdaterate, sv_minupdaterate) with no result. CPU usage ~10%, RAM - >1 Gb free.
Maybe it's a Windows's issue. I'll try a clean one a bit later.

do net_graph 3 and get a screenshot during the lag. (thats client side by the way)

it might be fps
try running windows media player, if that helps download fpsbooster (do a search, its here somewhere)

rcon stats to see the difference.

How are these computers connected to eachother, is there a possibility that a switch or router is overloaded?

First thing I thought about was the FPS dropping but if WMP didn't help that's not it.

ISP cable (twisted pair) is connected to the server PC, which has 2 network adapters. The server is connected to the computer I'm playing on. The server PC is a router (software - Kerio Winroute Firewall) i.e. my gaming PC is behind NAT. What I tried: I turned off Winroute Firewall and launched the srcds with +ip 192.168.0.1 (i.e. only for my homenet only). It didn't help, it's still laggy. My server PC is not overloaded. I really don't know what else to do, such a strange issue...

I tried to run my srcds on a PC with M$ Vista x86 SP1 and connected to the server from the same PC. The server is still laggy, it's not a Windows issue.
