He means he uninstalled the SRCDS using the UNWISE.EXE located in the root SRCDS folder.

Presumably "Repair" is one of the available options when you run the removal tool.

I've been running these server for years, never ever did the server get installed, it's just a standalone copy of files, it doesn't register any values at all to the system. There has also never been an unwise.exe since there is no installation?

Did you use some kind of third party install program to install the SRCDS?
