Windows 2003/C-Media and direct x problems

Im running windows 2003, mainboard has on-board cmedia ac97 sound. There are no windows 2003 drivers but the xp or 2000 seem to install without a conflict, although the sound fails in dxdiag.

All servers run fine (source, steam, and others) but pacific assault doesnt work, it tries to initialize dx9 sound drivers when it starts. The machine has dx8.1 installed but whenever i trie to install dx9 it just finishes as if it has updated but dxdiag still shows 8.1.

I cannot run the game on 2003 at all, ive no idea what the problem is.
