Just for kicks (to try to get rid of the lag) I moved the server to my laptop, which is running Vista. But, it doesn't appear in the server lists ingame. I turned off my firewall, and I made my ip adress static, but it didn't help.

Well seeing in the start post your connection speed was 2600kbps? and now it's 4419kbps means it's no very stable, there's no guarantee you will be able to make that speed, it might be way lower than what that says.
Only explanation for everyone on the internet getting high pings, while you on LAN remain a low ping is that the internet connection speed is not being sufficient. You are probably on cable in a busy town/city?

Yeah, it's cable, I don't live in a city or anything, I'm in the suburbs.
My friend's brother has a server and he keeps it at a college where there's a lot of people on the internet in a small area, and their's doesn't seem unstable at all.

College buildings usually have fiber connections, no cable.

College connections are crazy fast. Cable is incredibly bad for hosting because of the uncertainly of what you can host. Its probably because when you are hosting the server, the ISP could have put a block considering you were using too much bandwidth?
