can't get my cfg. file set up right

hi, i've got a cs:s server on a pentum4 8400, 2G ram, lots of harddrive space, internet upload rate of 4500kb(says speedtest). it's only a 20 slot and i still get major lag. help pls.

no it's separate, but on the same router/modem(if that helps?).

this is my server.cfg file. the thing is if i go close to 15 people on the server it gets lagy. mabey you guys can see something in the .cfg i'm missing.
