Is it enough to run one 16 man GMod server, and another CS:S server, around 20 slots at 33 tick?

IF you do it, be sure both servers run from different CPU's
I'd assign the CSS server to core 0 and GMod server to core 1
Be aware that you won't be able to hold 16 players EVER on GMod, it uses so many resources it's unbelievable (You can crash a server on your own quite easily as a player, let alone if there's 8+ people in it)

I love GMod but I hate hosting it. It takes up so much resources and crashes often.

Only way is to limit the props etc you can spawn to an extremely low level to make sure to keep the server running, however what's the fun in spawning 3 things?
There's no server that can possibly hold a normal GMod server above 12 players (since the SRCDS uses only 1 core..)
Also it's really your definition of "flawless", for me it has a flaw if the tickrate drops or it gets super high choke, maybe your "flaw" will only kick in when the tickrate drops to 5/s or your computer is worse than the servers meaning you can't get far enough to see the server become overloaded.
