For ingame moderation it would be best to use an administrating tool like beetlesmod
further configuration is done through the server.cfg on the gameserver, you should be able to access this through FTP or something else, there's a TF2 server.cfg thread stickied on these forums, have a look in there.

Did you buy a box or just a server?
(ex: do you have remote access to the box) Installing beetles mod is as easy and copy & past. To configure just read through the config files. I'd be glad to help you in needed. Contact me via my posted AIM SN. I check it often enough.

there is also sourcemod and mani to consider.
just depends on what you need from the plugin. When i tried beetles mod, it crashed my server, but that was a while ago, so they may have gotten it to work good by now. I personally use sourcemod because it is a lot like AMXX. You can enable/disable aspects of the plugin on a per-map basis. It's open source, so there are a lot of custom plugins. Only think it lacks is direct control over TF2 respawn time. You can use sm_cvar to edit mp_respawnwavetime, but that cvar doesn't change anything on tc_hydro.

BM was buggy at first... Back when TF2 first came out, there were a lot of glitches such as sudden death re-spawning
I'm having no problems currently with BM.
