Ok first off, how many 100 tickrate slots could i run without taking bandwidth into account, with AMD X2 4.6ghz and 2 GBs of ram. Also what causes bullet registration to drop and how do u fix it?

I doubt that cpu has 4.6GHz...
Bullet registration... it's a myth, running 66 tick helps good but the server needs enough RAM and CPU cycles available, also bandwidth of course

he probably means a 2.3ghz cpu.
i've been seeing more and more people make the mistake of thinking that because its dualcore or quad core that means the ghz muliplies itself to the number of cores.
i would guess 14 slot server might be do-able

Well if it's 2,3 then you should be able to get 40-50 100 tick slots divided over 2 cores

You can't setup anything about a CPU I think, just put it in the socket and it's done.
CPU's also don't "overload" they just hit a maximum, if that happens while running servers tickrate will drop heaps in the server and lag.
