I am running windows Server 2003, when I try to run srcds both using the GUI and using the console nothing happens. If i look in task manager under processes, sometimes I will see srcds.exe show up for a fraction of a second then disappear, I don't get an error message and it doesn't show up in Even Viewer.
Then command I am using is:
C:\HLServer\srcds.exe -console -game garrysmod -port 27016 -maxplayers 8 +map freespace03
Edit: I also tried starting a server from the command line using cstrike and dod and I get the same result (nothing happens).

I had that the other day, ran the updatetool with -verify_all and it was fixed.

I just tried it with garrysmod and it didn't work.

I don't get a console.log file, all I get is a MDMP file.

I just got CamStudio so I could record the error message since it goes by so fast. The error is: "Missing shutdown function for COM_InitFilesystem( info.m_pInitialMod ) : COM_ShutdownFileSystem()". I googled it and couldn't find anything if I used "Missing shutdown function for COM" but I could find some stuff that didn't apply if I used "Missing shutdown function for". I tried the only thing I could find from them which was adding "mp_dynamicpricing 0" to valve.rc and it didn't work.

Are you running any plugins? if so try disable them and run the server again.
If you are not running plugins please update the server with -verify_all in the commandline.

I just figured it out, I never bothered checking before. hldsupdatetool is messed up, it didn't download any of the garrysmod files, only the folders.
