Triple check if they are correct,
Check firewalls and anti-virus utilities (especially Norton)

If it doesn't work use the DMZ option in the router
if that still doesn't work make a direct connection.

I have a couple questions, first what is DMZ (sorry if im a noob)? Also since im just testing a server on my computer, to make sure a server would work, what computers would i have to disable the fire wall on? My computer or the computer that i connect to? Also finally if none of that works, i have optimum online. The two computers take up the ethernet port the modem has, so how would i connect directly?
Thanks for helping out a noob Drocona.

DMZ is a setting in most routers that will redirect all the unknown traffic to the specified computer/IP which will result in an open line to the server.

Hmm, how exactly does your setup look?
here's an example of a setup, I would like to see yours,

internet->modem->pc->pc
or
internet->router->pc
......................->pc
......................->pc

Ok, my setup is
Internet->modem->router->(connected by lan) PC
My Pc (with the test server) Is connected wireless to the router.
I know that wireless isnt good for a server, but im just testing now. Smile

DMZ should work out on that setup then, log into your router and find the DMZ option (can have a different name but.. I don't know all names)

if it still doesn't work you'll have to disconnect the router and plug the modem directly into the PC.

Ok, i found the DMZ option and set it to my computer. I will test it, but do i need to wait a certain amount of time before the server will show up on the steam list?

It should show up immediatly but it has happened to me that I had to wait 30 minutes, but that is the max.
