Error: couldn't exec valve.rc

Hello, I have downloaded everything for my srcds.  The past week my server has been performing fine... But today I am getting the error:couln'd exec valve.rc.  I don't know why this is happening.

Any help is appreciated.

PS: I can't get into the windows section of this forums.

It should be in the <srcdsbase>\<mod>\cfg\ folder
maybe it's deleted, run teh update tool and it should fix it, if not here's the file:

by mod what do you mean? The only mod i have on this is mani admin.

a mod is cstrike, hl2mp, etc.
mani and stuff like that are plugins.
