2 things first if i just go to srcds and double click on it nothing happens and next anyone know how to change your server name or turn of vac in gui?

It's possible that you need to add switches if you are trying to run in console mode.

EX:

C:\SRCDS1\srcds.exe -game cstrike -console -secure -maxplayers 20 +port 27015 +fps_max 500 -autoupdate -tickrate 100 +map de_dust2

For the GUI, if I remember properly you get a menu at the beginning asking you your server name and there is a checkbox asking you if you want secure or not.
