900kb upload
900kb download
2600+ Sempron at 1.8ghz
1gig ram
12 slots
Well, I need the best rates for this specs, and it is possible my specs support tickrate 66? it is suitable in 66?.

I'm not sure 900kb upload will be able to support 12 slots, try 8. Also, I would run that at a 33 tick rate.

Valve recommend for 1024kb = 19 players and 768kb = 14 players is true?

Not all rates work for all servers, why not try experimenting?

Those values are for really low quality servers.
more accurate would be 1024kbps for 16 slots
Try this:
sv_maxrate 10000
sv_minrate 5000
sv_maxupdaterate 100
sv_minupdaterate 20
If it still lags try setting your tickrate to 33 and see again.
