How can I use the "use" command?

I have tried theings like "use m4a1" and "use 1", but niether seem to do anything. Am I missing something?

Please Explain your question more Clearly

are you doing this command from Server console or in Game?

Edit: are you trying to make it where people on your server can only use m4a1 or whatever?
