Cannot Login to Online RCON

I got one of those php rcon things, put it on my webserver, tried to connect to my server with it, and always says "Connection could not be established!" no matter what type of php rcon I use... What port am I missing here? I opened up port 27015 both tcp and udp. What else needs to be done to enable a connection to be established?

It would need to be opened on the web server? Really? I wish I had some control over that. Any other way?

Make sure its for srcds engine and not the hlds engine.

I think the rcon procotol is slightly different between the 2

Yes, email your host, shouldn't be that much of a problem.
