Standalone doesn't use Steam, The dedicated server can be installed through steam or with the HLDSUpdateTool
Installing it with the UpdateTool will install the standalone which is much better than the Steam one. See the tutorials section on how to install a Standalone

well really, there both dedicated. You have the stand alone version and the steam version, just to clear up a little detail.
You should see about using a stand alone version though, it will use less system resources then the steam version. Just to back what Drocona said
