When is it too late to purchase insurance?

We've already made our final payment on the cruise and it's in 3 weeks. I thought the travel agency had added insurance to our reservation, but it's no longer on there. Is it too late to purchase insurance?

Best advice? Get everything in writing and check back to make sure changes actually go through. Otherwise, you might think your policy is updated when it’s really not.
