100 tick is overkill. You need a POWERFUL processor along with a VERY good connection. What is your upload bandwidth? I dont want to offend you but do you even know what the tickrate is for. Just cuz you have 100 tick doesn't mean your server is going to run better. infact on most machines it makes the server lag and you cant have as many players.

I'd recommend 66. Other servers that I've been on don't choke for me when they run 66. I agree that 100 is probably overkill.

I have mine running at 45 and users get no choke about 95% of the time. I had to set it down to 45 because my upload is only 768.

you can run tick 100 but with what use...

You wont notice the diference anyways. Actually, I've had more trouble with 100tick than with 66.

66 tick around 16 players

You going to notice a difference yes...your server will lag with more players and your maxplayers allowed in the server will drop. tickrate is kind of like sv_minupdaterate and sv_maxupdaterate. 100 updates per second is ALOT. 33 is recommended for home servers as 33 is quite a few updates per second. But since you have a decent connection and computer try 100 and see if you like it.

EDITED:
Oops put the wrong number in earlier.

If you can tell me the difference between a 100 tick and a 66 tick without looking at bandwidth rates etc please enlighten me.

on the internet theres no difference, if it's hosted on a good server 66 tick is just a s smooth as 100

well i guess maybe not for reg maps...who knows..since all u do is walk around....but a good example i can give you is..that in a scoutzknivez map strafin at 66 makes you feel heavier then when you strafe at 100 tick...at 100 its noticible and like how it was said earlier you dont need to have the net graph to feel the difference..but again this is on a scoutzknivez map..since airaccelerate is used on it...

Have you tried changing sv_gravity to a lower number.
