here you go:

-autoupdate is nothing on windows, it doesnt work
+/-ip is BOTH startup line AND a cvar (put ip in your cfg and it will work)
+port is NOT a windows command, it's +hostport, also a CVAR that can be used in the CFG.
-port seems to be new in the update, haven't checked if it works yet.
-maxplayers is not a command, its +maxplayers, this is also a CVAR (sv_maxplayers) which can be entered in the CFG
+hostname is both startup line and a cvar, can be entered in the CFG

for all the other CVARS you can put a + infront and put it in the startupline to make it work.

in short:
- are startups
+ are CVARS

1. I don't think sv_maxplayers is a valid command. The one you should use in server.cfg is sv_visiblemaxplayers.

2. You are right. +port is not for windows os and -autoupdate does nothing in windows and +/- means the difference between startup commands and CVARS

3. Hmm... you brought up maxplayers again. I know for sure that +maxplayers is correct and -maxplayers is incorrect but hexitnow argued that it's written as -maxplayers somewhere on this website so unless I verify that it's a typo, we just have to say both are correct.

4. -port is used for windnows os.

5. I haven't test it yet but specifying an ip address in a server.cfg is only necessary when you want to avoid rcon problems

Ok I just did a check with full updated Windows server.

sv_maxplayers doesnt seem to work anymore, it did a while back, cause I used it before i knew the startuplinecmd

+maxplayers and -maxplayers both work, if you use -maxplayers it starts up as the number of players specified, when you use +maxplayers it starts up with 32 slots and corrects it to the number specified right after. However, writing maxplayers in the server.cfg does NOT work.

-port working on windows, is new with some update recently.
standard +hostport still works as it did before. Also able to put it in the server.cfg

sv_visiblemaxplayers, not just maxplayers. Sometimes maxplayers startup command doesn't show the correct number of slots and that's when you use sv_visiblemaxplayers.

I've been using -port for a while. At least a few years. It's not a recent update.

hmm I've never been able to use -port... always got an error.

never got any trouble with maxplayers cmd for as long as I am running servers

no I don't use routers they suck big time. I use 1 master server directly connected to the internet with a gigabit switch behind it for the network
