hmm you will never reach the 50 tick you specified on a 400kbps connection.
also the changing of rates on the clients sucks real bad. They aren't client settings for nothing you know. It's the clients work, how he/he wants it. Therefor not to be changed by the server.
Any server that changes my rates gets on my server banlist. Never go there again.

hmm i think ur right Drocona, suddenly my server started lagging at 7 players, could this be the tickrate? sorry to sound like a noob but does tickrate require more bandwidth? or just more CPU usage? also which pingboost function would be best to use on my server?

Tried telln you. Change the tic to 33. You can download the program FPSBoost or u can use media player to get the desired boost.

depends on the amount of players, you won't make 8 players on that with 66 tick. Simply too much bandwidth usage, which you dont have enough of.

yeh i now set the server to 33tic, also i use an fpsboost plugin for MetaMod Source, so i dont have to run a seperate window, i now also use pingboost 2 because pingboost 3 seems to use alot of CPU.

Dont use the default rates. They are set to unlimited. You will undoubtedly lag after you get a couple players on there. You were asking a question tho right?

so i will use sv_maxrate 7031, but i dont know what i put in tickrate, sv_maxupdaterate and anothers rates commands...
whats pingbooster and fps booster, im brazilian, and i dont know what are these words...

tickrate default 33, sv_maxupdaterate 101, sv_minupdaterate 20, sv_minrate 3000, adjust your sv_maxrate to the optimal setting..little bit of fine tuning.

well sv_maxupdaterate is just how much updates your server will allow to be send, this is however limited by the tickrate, tickrate 33 will send 33 updates per second, but when you decide to run 101 tickrate it will do 101, so that maxupdaterate value is always good.
sv_minupdaterate should keep the updates above 20 per sec, to avoid lag. when updates drop below 20/s the server starts to shock a little.
sv_minrate is to keep a steady and good data flow to the clients, so they won't lag out.
formula which I use:
bandwidth*128/players
also, how many players are you hosting?
another also, connections have overhead, which means unusable bandwidth, this is roughly 10% of total bandwidth given by the provider.
