Upload Speed: 346 kbps (43.3 KB/sec transfer rate)

AND I NEED TO KNOW HOW MANY SLOTS I CAN HANDLE AND WHATS TO PUT THAT SETTING AT?(MINRATE MAXRATE CMDRATE...ETC...)

**ALSO WHEN U SHOOT A OBJECT OR PERSON ON MY SERVER THEY FLY BACK AND ITS GRAV IS NORMAL....

For the flying stuff add this to your config:
phys_pushscale 1
phys_timescale 1
sv_gravity 800

And considering your running a windows server it would help lag also to set the priority under Alt-Ctrl-Del to above normal, or high.
