What is your connection speed? (upstream and downstream) Also what have you set your sv_maxrate to in your server.cfg?

You have a good pc to run a server, and a rubbish connection.

You need a very fast cable modem.

Talk to comcast ask them what your upstream and downstream is. just because its comcast doesn't mean anything, dor all you know you can have 128/128 for an upload and download which will lag on 1 person. Also if you have a ton of background processes it'll eventually cause lag. make sure your hard drive is defragged. If all else fails, and your provider says you have like 3mbps download and 512kbps upload (which still isn't much for a css server) then try learning and running linux Smile.
If that fails, rent a css server, or rent a dedicated server.

you missed out that rather large detail. that you were running the game on the same pc as the server :S
