You need a webspace first. A free host or something like that will do. Then you have to mirror the folders you have in your tf2 server install, so if your local install is like this:
- /orangebox/tf
- /orangebox/tf/maps
Then you need to create on your webspace:
- /tf/
- /tf/maps
After that, you need to set a few convars;
- sv_downloadurl "http://yourhost.yourhost.com/tf/"
- sv_allowdownload 1
- sv_allowupload 1
That should be it.

I've got experience with x10hosting, but I don't know if they allow .bz2 files.

There another problem..
I tried to make a account there and all it comes up with is
"Due to increased demand for our services we have had to queue hosting registrations.
Your registration is currently in queue waiting for processing.
This page will automatically update and you will also receive a welcome email once your registration has processed."
and it keeps refreshing the page by its self but its not doing anything.. And its been like this for about 15 god damn minutes now.. did it do this for you?

x10hosting does not allow it. they will disable ur account. try 000hosting thier really good u can hold sourcebans and fastdl and still be fast
