Threaded Servers HL2 more than 1 thread

I'm hosting two servers one tf2 20 slot and the other is a css server 10 slot, I looked at the threads and it's 15 threads and the other is 11 no one was in these servers when I viewed them, I thought css and tf2 were single threaded games.

As far as I know, the SRCDS has multiple threads running (to process things at the same time) but it can only run the process on one core, it doesn't have the possibility to use multiple cores at the same time.
