I can't help you if you don't understand/believe it. But it is the case. Don't conclude from your all-the-time fast connection to all others. In Germany some people that live outside big cities have connections like 256kbit/s, if they are lucky.
Again: Do whatever you like, but beware that all settings you change from valve default have the potential to make things worse at least for some people. Keep in mind, not all connections/client-PC etc. are equal. What is good for you might not be for others. Valve is not stupid, they pretty much know what they are doing, and for sure they know it much better then everyone in these forums.

I just have another priorities. I want equal settings for everybody which are as high as possible. Actually I use two connection. One in the city is 20/1 Mbit/s LAN, second is 1/0.256 Mbit/s ADSL in some God's forgotten place outside the city and there is only difference in a bit higher ping (but stable). Should work same good even on 256 kbit/s connection, this is a small server.
