[STILL NEED HELP] tf2 server not responding

:(i made a tf2 server for my group but i am have a problem with the server. to all my friends it says server not responding can someone help me with this problem?

1) Port forward on your router ports 27000-27040 UDP/TCP to the server machine.
2) Open ports 27015 on your firewall, or turn it off
3) Send your friends the IP below to connect with:

ok for somereason i cant get my server to responde again i made sure the ports were off and its still not responding to my friends any help here

I think your IP must have changed. Ask them to join using this IP:

It might need patched, there has been like 6 patches in the past two weeks.

up to date with the latest version, updated. Running the newest version. Team fortress 2 release's a ton of patches so its quite possible it isn't up to date.

i really cant, when beaver first commented on what to do it worked but then i didnt have the server running for like a week and i brought it up and it wasnt responding and i think the tf2 updates have something to do with this because ever since it started updating everyday i loose connection to like every server after like 15 minutes.
