is it possible to make a html file to start/stop a server?

I don't want it to be fancy or anything i just want to be able to start and stop my server from my website and i have a decent amount of html and css knowledge so i was wondering if there was any way i could do this with html?

There is not a set way, but there is several projects that are creating a panel. Several exist already such as TCAdmin, Swift Panel, and a few others.

Besides html and css would not be very secure way of rebooting your server and such.

Their is no possible way to make a html page start and stop a server unless you coded your own web server.
