ClientExec accepts many many merchant accounts. And their support is awesome and quick. What are you talking about? lol And besides it's all preference.

idk how y'alls think clientexec is better then anything else, lol. I mean, modules are less and less supported. It is a pain to setup. VERY Difficult to customize. No way of easily editing template files, no organization in file structure. many issues wrong with it. Adding automation is like doing brain surgery.
Where as with WHMCS, it is very straight forward. You upload the stuff to your webhost, run the install wizard, Setup your packages (which is easy as pie), adding a billing method and your off and running. Clientexec has about 20 more steps to that.
Also automation WHMCS is easy as well. As they have builtin support for a lot of control panels and server softwares. TCAdmin is one of them. And setting up tcadmin on whmcs doesn't require an outdated manual, it is very easy to do with guided steps.
Anyway, excuse the bad grammar/miss spellings. Typed fast.

I am looking for a billing system, and I saw how long it must take to make a new order form for every Game and slot value and FPS Boost to get it to work with TCAdmin. Which one takes longer to setup with all those extra values which change server cost?

I now use WHMCS, and I was surprised how easy it was! It's now fully automated, and I love it!
