Cannot find file!!!!!

when i am putting in the commands

C:

cd srcds

hldsupdatetool

It says "the system cannot find the path specified" under cd srcds
and it says " 'hldsupdate' is not recognized as an internal and external command, operable program or batch file."

Can some1 please tell me wat i did wrong
