It just seems very weird that it wouldn't work. Maybe a SRCDS reinstall?

Did you ever get this resolved?
In the server.cfg make sure that you add quotes around the url sv_downloadurl "http://www.yourdomain.com/" If you added the files to the folder /cstrike/ then it would be sv_downloadurl "http://ww.yourdomain.com/cstrike/" The files have to be in the same folder structure as it is on your computer. So the ftp will be /cstrike/ /cstrike/maps/ /cstrike/sounds/ and so on. Also, if the web server is a linux server remember that it has to be the same case. So awp_sniper is NOT the same as aWp_sNipEr Also the web server cannot have hot linking enabled or the download will not work. Also try adding sv_allowupload 1 sv_allowdownload 1 to your server.cfg. Hope that helped.
