Hey,
I have srcds running on my windows box, I was just wondering if it were possible to run two servers (with two different ports) off the one physical server.
Would this require me to use a virtual machine or is it possible to just run the multiple servers off windows without any need for virtualization.

You can run multiple servers on the box as along as you have the resources

You just run two instances on different ports. No need for VMs.
You can either use the same install or a new install. Doesn't matter.

It will work perfectly fine, just make sure to change the ports.

does that mean you'd just create two different .bat files so that you can execute them with unique ports?
Do many server company's use multiple servers on the one box? Is it recommended?

It's absolutely fine just make sure your server has the required resources. And yes, all you have to do is specify in the command line -port <something different than 27015 or a port you have used>.
