Yea...I had 1 server for over a year now and now I wanted to create another server on the same comp...I know its a real bad idea, but the 2nd is just like a chat room kinda...
Well... I configured everything and port forwarded...but no one can join...they can join #1, but not #2

An SRCDS server? You will need to provide a different IP or Port for the 2nd server, as they can't both have the same IP and port.
If you are planning on running a server on the computer you play on...

Oh...no wonder.... I gave it the port 27016, but the same ip as the other one...

So... do I just make up a random ip for the 2nd one?

The IP will be the same, assuming you're running it on a single NIC machine. You'll just be running one server on port 27015 and one on 27016.
