How many slots with my current upload speed?

Hi, I have a 6752 KBits/Sec (Download) and 864 KBits/Sec (Upload) Connection. What I'm trying to find out is how many slots can I have max with my current upload speed? I'm trying to run the server at -tickrate 66 so I'm guessing 10-12 slots? The more the better.

Another thing, what values do I set my commands to if I'm running my server at 66 ticrate?

sv_minrate
sv_maxrate
sv_maxupdaterate
sv_minupdaterate

sv_maxrate 30000
sv_maxupdaterate 67
sv_minrate 15000
sv_minupdaterate 45

with that upload, i would personally use these rates. . .
sv_maxrate 15000-20000
sv_minrate 10000
sv_maxupdaterate 67
sv_minupdaterate 33
sv_maxcmdrate 67
sv_mincmdrate 33

With the upload speed, I think max 10-12 slot ..
Your rate is only 0.8 Mbps
