RCON - Map Change - unable to connect to remote server

Every time I try to change map I get the following : unable to connect to remote server.
The server is running Windows Server 2003 and is not behind a router. It sits on its own statiic IP.
I have stried the status command to see if the ip returned should be different than the real one. Result from two of my servers are added below.

Server 1:
Results:

Anyone that can come up with an idea ?
BTW They are running with Mani at the moment, but the problem was already there before that

try using ma_rcon "command"

I have been informed by our manager that it is only one of our servers running mani, but all HL2 are having this problem.
Yes they are up to date.

that only happens when a firewall somewhere along the line is blocking the TCP port the server is running on is windows firewall blocking it?

This will also occur when the +ip switch for the command line of the game server is missing.

Simply add +ip 127.0.0.1 to your command line; replace 127.0.0.1 with your servers IP that you wish for it to bind to.
