Server slot automatically drops to 1

Hello there, here is my issue :
I have a CS:GO server with sourcemod installed . When I launch a game, the server slots are 0/10, when I join it become 1/10, then a friend join and it goes down from 1/10 to 2/1, with "GOTV" server at 1/1 too .

Server OS: Windows 10
Processor: Ryzen 2700
Ram: 16 GB
Game: CS:GO
