Note that it's packed with UPX.
And when trying to unpack it with UPX I get: upx: SteamServerGames.exe: CantUnpackException: file is modified/hacked/protected; take care!!!

I suspect someone doesn't want us to see the real code.

Some times virus scanners jump the gun on things

That's true they do.

But the application itself is packed as mentioned above, have to very careful of applications that are packed as most of the time it's to evade AV protection.
