4gig ram, 32 bit OS

I think it was here in these forums I saw a post explaining how 4 gigs of ram really doesn't waste any of the ram space just because it's a 32 bit OS...

I can't find it.

I've been looking for a couple days (probably ending up being in some obvious place)

Could someone point me to it, or explain how it all works again?
