problem with server.cfg

  i have mani admin on my server but it doesnt execute server.cfg i have made the server copied and pasted it into word pad and put it into cfg on cstrike and it still wont work i spent this whole day trying to get it work mani finally worked but the server.cfg isnt wtf? someone help plz
